Hebei awards bitumen tender for Shenzhou-Daqing Exprssway

Hebei Province Expressway Management Bureau has awarded on Feb 5 the bitumen tender for Shenzhou-Daming Expressway in Hebei Province, North China, according to tender notice.

The contract sections seeking heavy-duty paving bitumen were awarded at Yuan 4,436-4,590/mt, comparing to the ceiling price of Yuan 4,600/mt; and those for SBS PMB were settled at Yuan 5,420-5,682/mt, versus the ceiling of Yuan 5,750/mt.
The tender adopted a ratinally low price method in evaluating the bids, which meant bid closest to a weighted average price became a winner. Most bidders said the evaluation method was fair. 
 
The delivery periods for the materials were fixed at during February-October when the tender was issued, but has been changed to between March 2010 and May 2011 finally.
 
One bidder said the progress of the road contruction was postponed. He added the expressway will come into commission in 2011.
 
On last November, The projecd owner had once issued a tender for the materirals but was aborted because the relatively low ceiling prices failed to attract three suppliers, the minimum number required.
 
The Shenzhon-Daming Expressway, a section of the Daqing-Guangzhou Expressway, extends for 220 kilometers. The project has a budgeted investment of Yuan 11.3-billion.
